Does anyone know if there is a way to add a foreign address to the addresses pool in PayPal when using a US based account?

It's set to be US, and can't be changed by default :(

It is possible. You need to:

    1. Fax your passport copy
    2. Fax your current address ownership(utility bill)
    3. Fax your other address(outside of US) proof(utility bill under your name, or any copy bears your name and the address)
    4. National Identity Card

This is what all I know. Call them for up-to-date information about it. There may be some +/-

What if the foreign address is not mine, but somewhere I would regularly want to send stuff to....

    Seems like over-complications

I think that PayPal will need a valid proof of you being connected with the second address which you are talking about. They could consider your case based on what hard copy you produce before them for varification.
