add post box on html pages

    Can anyone explain how to add a comment box to a HTML website?

    I don't want to create a MYSQL database, i don't think my hosting allows it.

    I wish to add a comment box which people can comment and share tips on that specific topic.

    Thank you for replay...But this box is for all pages the same I want a box that will display different for every page and I want something free..:)
    Any other ideas??
