A small picture won't get you desired CTR. The larger the banner the more clicks. Also animated banners on average get 3x more clicks then static ones.

My banners are dynamic images which change per user (they demonstrate the services available on my site), would it be possible for me to display a php programmed banner in the spaces or do you require the banner to be hosted locally?
Yes it's possible. However the banner would have to be loaded via iFRAME. And that IFRAME loading from your site.
