Activated Accounts

    I just bought one of those $50 activated accounts via PayPal. I was wondering if A, do I need a CC to use it, and B, is it okay in terms of Google's TOS?

    Yes, you can a CC and be okay with the TOS.

    i think this is not Okay because they track IP when you create a Account and when you use A Account, in my opinion that's not good.

    I wouldn't buy them. It's an automatic red flag for google.
