I'd like to get my hands on an already registered domain name.

This said domain is registered but has nothing on it and is clearly not in use. The site is my name. Is there anything I can do to get the domain?

What is the best way to contact folks to do so?

You can check the whois and see who owns it, send them an email and see if they want to sell it
That's really the only thing you can do

I'll send to you via pm the contact details of the person who presently owns it, or for a fee, I'll negotiate on your behalf to acquire the domain for you, which will likely mean that you may get it cheaper than approaching them directly yourself.

    Check your pm inbox.

    Happy to help!

I can't believe there are people out there that actually do stuff like that. I have done lots of domain searching to find out that the domains are not in use because someone wants to make some money off of them. That's just wrong.

Make an offer they can't refuse, that is how you may be able to acquire this domain name. Start with a generous offer, if you lowball they may get pissed off.

Not the best advice in the book in my considered opinion, start low and work up only if you need to.

There is a global slowdown on at the moment and many companies and individuals are desperate for more hard cash.

You never start out by being too generous, that would be an utterly daft approach. Many years of running a successful business will teach you this. The point is to maximise your profit margin, not diminish it from the outset.
