    What would be the best programming language to create a simple accounting system like disbursement or a system to manage cash flow? Any insights are very much appreciated.

    see in programming section, you might find someone to do it for 50-100$ for you.

    I think that C++ works best for accounting softwares.

    I would recommend using c# visual studio for this purpose. it will make your development quite easy and fast due to Drag and drop features.
    *Remember , accounting software are very technical ones, developer team must have basic knowledge of accounting .
