If anyone has had this experience and has gotten it resolved or has advice on how to resolve I would be tremendously grateful...

Paypal has somehow linked my paypal account to another person's paypal account with a negative balance of close to $600. I have provided every piece of information requested of me including verifying my location, my phone numbers, my credit cards, and also uploaded my driver's license. The last step in the list is to "resolve outstanding issues with linked accounts". The problem is that I don't own the linked account and also have no clue who the person is. Paypal will only tell me the person's name and of course the email address. I have sent emails to the person but with no response of course. Paypal will also not divulge any other information about how the accounts or linked or what personal information this person has. This has become an absolute nightmare for me as I have been unable to do business for the past week and this is the primary source of income and how I support my family which includes 4 small children! I have called paypal multiple times and all I am told is that I must resolve the issue with the linked account, meaning, I must pay off this bad debt of close to $600 for someone I don't know. I expressed to them that even if I was willing to pay off this person's debt, which I am not, but if I did, what is to stop this person from creating more debt. I indicated the problem is that the account has been linked to me in error. The CSR responded that it is not an error and that the link is valid as the system shows common information between the accounts. I explained that while their system may indeed show common pieces of information between accounts, it is absolutely an error as that account does not belong to me and I have no clue who the person is. The CSR simply indicated that there is nothing else I can do.

At this point, what are my options? I can call them again but that seems useless. I can try to email them but what is the best email address? I can try to send a letter to the CEO?

Please help. All advice is welcome.
