Well, Paypal used to ask for some kind of Identity Verification some months ago when my account was limited. I dont know if they have changed anything. I had an unverified account and i presented them my tel. bill and limitation was lifted. Well,if the problem is more acute, then as redskins80 said, you have to call them. If you try emailing them, you will NEVER get a straight answer and sometimes you won't even get a reply. So, its worthless emailing them(THey have a automated sort of replier)
You will need to contact PayPal. This is normally caused if you login at two different locations (different IP or ISP)
Hey, Are you sure that email is from paypal and not a scam? I received a hoax email similar to that awhile back. I logged into my Paypal account manually and it was fine.

Hi There, I am getting the same error as Selvaraj. I am trying to add a debit card with 'visa' logo but no luck. It does not let me add or verify the card. Can anybody help?? I have tried phones, emails everything but get to talk only to a robot. Please help, I need to withdraw amount and am stuck
