    Ye but you don't announce yourself to be the old banned one..
    As mentioned already, you can use your father's identity for example.

    If the ads are placed on a website that was previously using an account that was banned, it would be very easy for google to pick up on it. It doesn't really matter that the accounts are in different peoples names.
