Accepting Payments from Vietnam

I accepted a payment on someone’s behalf that resides in Vietnam, and forwarded the funds to him via Xoom. The individual’s customer is now attempting a fraudulent chargeback, who is also a member here. While the person I sent the funds to is making every effort to reimburse myself in the event that I lose the chargeback – there just doesn't appear to be many available options.

Supposedly, Vietnam permits transfer of funds via wire transfer, MoneyGram or WesternUnion to only overseas family members. So, is anyone here aware of any other means that can be utilized to transfer funds from Vietnam to Canada? Better yet, could someone in the 'Can Tho' region of Vietnam accept his cash payment and transfer the funds to me through PayPal? If not, any suggestions would be just as cherished.

I already hired him earlier and paid; I will not be needing his services for some time. :(

I managed to get the payment processed via iKobo, and am simply awaiting the receipt of my prepaid debit card now that he has loaded the funds on. :)
