$4 per page for a well researched paper is not quite fair. Good luck with that but I doubt you'll be getting any good English speakers for those prices!
I could do all that but I wouldn't touch it for less than $20 a page. Research is never cheap if it's done well, and if you want someone to work on-call you should be willing to pay them for all their time, not just the little that they spend working for you.
