Yes its possible but its risky.
It need a third party such as you sent your paypal fund to Z,then Z use western union to transfer fund to Y

 

You can send the money to some member and he could do but then u have to find some1 who would do it would charge some fees i suppose

 

You can also send money through western union website, using your credit card. Just go to westernunion.com and check if your country is in the list of supported online money transfer countries.

There is a another service name xoom.com which is almost like Western Union, which allow money transfer from PayPal. But they doesn't allow all countries. Check if they allow your country.

 

Be very careful using Western Union's Web site to send money. I paid a designer for some work in two payments via Western Union a few months ago. The first payment went through without a hitch - I used my card, got a confirmation number, and gave him the info. The second payment was completed in the same way - I used a valid credit card and got a confirmation number. However, after WU got a charge approval from my card company, they canceled the transaction for "security reasons." No one would give me a reason why on the phone; I was instructed to send a written request for information to their corporate office. The worst part is, the money had already been put on hold by my card company, so I was out $300 until they refunded it 5 days later. I would recommend that you just take cash to a WU agent and avoid this kind of problem.
