Wordpress has an easier learning curve and there are tons of themes and plugins available. A lot less coding.
Really depends on the client requeirments. WP is great for most sites but you have to be aware that it does have limitations. If its a choice between wordpress and coding from scratch then probably WP, loads of plugins available and easy to create your own plugins for. If the complexities of the site mean that you can not create it in wordpress then I might suggest either drupal or joomla. Wordpress s good for SEO because it allows you to set exactly how your urls are presented, you make amendments to the permalink settings and then name your post / pages as wanted to achieve the exact url structure you want. Themes are also VERY easy to work with in Wordpress meanign you can get the onpage SEO spot on without too much hard work.
Wordpress offers blogs and secondly wordpress is in php only. So you can use any open source technology. Its free. And any website can be made seo friendly.
wordpress and php are two different things. wordpress is built using php and few other things. it doesnt matter what you use for programming language as per SEO goes.
