without knowing the market it is difficult to say, no reputable seo person will guarantee #1 position and getting onto page 1 requires alot of work. if the top 10 have 1000's of Backlinks each and in dmoz and have great content etc then it is not to say that you will not get in to the top 10 but it sure as hell is alot harder... in these cases maybe a longer tail is more appropriate
Well my keyword are somewhat less competetive at the moment well at least if someone could get me in the level of getting say 500-1000 unique a day just from google. right now about 0.01% of my traffic comes from search engines. seems like the top 10 in my category have between 90 to 3300 back links.
From experience here in the forum, all the service guranteing a top 10 place were finnaly a scam. Content is king Backlink is prince With these two, you can almost do anyhting.
no seo should really guarantee positions, but sometimes certain keywords are not competitive at all and you can easily get top placements in google, but they probably wont bring in traffic, all the keywords that bring in traffic have competition and it takes time and effort to compete with them
Only if they work for Google or your idea of Top 10 is paid listings. True story. Years ago I applied to be the SEO Manager at a Law Based Site. They told me back then I didn't have enough experience. They hired someone obviously. What is funny is their site currently ranks #10 for the keyword most targeted to their industry. My site ranks #5 for the same keyword. So much for hiring the supposed expert.

no one can make you sure you would be on top positions. Actually its a game of competition, keywords, links & content. Make it handy for your website you would be on top.
