about pinger

i read many article describing that you must ping your site/your post URL in order to get indexed by google. Seems this tips works well. But, i have a question in my mind?
Is that legal to use pinger? I want to be good blogger and i dont want to break any rules and terms of service.

 

There is no need of Pinging the website to get indexed and even if it is not pinged, the website will get indexed in Google. I own a website and i never ping at all but my site is indexed. Pinging- sending request to search engines that you have changed something in the website.

 

PIng the not bad for new blog post, but do it when your content is changed or updated. This services informed to search engine that you have updated content on your website.

Please note, i am newbie, all i want is my new post will be indexed in less than 30 minutes or even in 10 minutes only
And still, i got my question not answered yet.
IS THAT LEGAL TO USE PINGER?
IS THAT ALLOWED BY GOOGLE (AND OTHER SEARCH ENGINE) TO PING OUR SITE?
