Each time Google makes a significant change or update to it's page ranking algorithms or methods for it's search engine, it gives it a lame name (ie; Panda, Penguin, Petunia). So yes, it is related to Google.
A Panda is a bear, found in particular parts of China. It sits there docilely and eats bamboo. However, it likes to frolic around the globe, eating up spam on websites. Its friend, Penguin (a flightless bird), also joins it to eat spam. Spam like from you. Looking at all your posts, they come across as idiotic questions for post count. You managed to find DP, so you can surely search these questions answered many times already?
Penguin and Panda are the google's latest tool to ban low quality spam websites. Those who built unnatural links lost their websites.
It's a Google algorithm change to counteract web spam. Make sure you're content is good and your backlinks are quality to beat it!
