I think we need to separate the two definitions of "paid directory submission" 1, Pay for bulk sumission to hundreds of low quality directories. 2, Pay for direct inclusion in a >PR4 directory. I would say that any directory over PR4 is worth adding, especially if the competition is doing the same. Find a list of good directories with high page rank and spend some money and time adding them yourself. This way you can be sure of the value and quality of the directory.
Good distinction. You should *never* try #1. It's the worst mistake you can make, as there's a good chance you'll get penalized by Google. For option #2, I would add that PR should not the the sole factor. Make sure that the directory is VERY SELECTIVE in the websites they let in. Also, look up some of the sites that have been in there a long time, and make sure the link in the directory is counting as a Google Backlink for them.

Well, it won't be 100% accurate, but I'd look it up using the 'link:' command in google. Now before a bunch of people jump in with a bunch of useless backlink checking tools, and suggesting yahoo site explorer, remember that those tools show ALL backlinks, even the crappy ones that don't count towards PR. What we want is the QUALITY backlinks that DO count towards PR. While the Goolge link command doesn't always show ALL Google backlinks that count towards PR, you know for certain that the ones it shows are of high quality.
