    For me It doesn't need to measure as long as you don't keyword stuff your content and your content doesn't lessen it's value because of overuse of keywords.

    The best thing to do with is to put yourself on visitor's shoe. What do you think the visitor be looking for and would interest on your title and description instead of making them technical which making the sentence in less sense of what it supposed to be said.
