If Google detects invalid clicks on the ads run on your web site, your account will be terminated. The IP address of the clicker is one of the factors they take into account, but not the only factor.

These clicks will not be counted, repeated clicks may result in ban.

depends on how many clicks. a legit visitor can click on 2 or 3 ads which is fine. but there is no reason for someone to click on a single site's ads for 20 or 30 times. it will be considered as click fraud and your account might get banned.

as a publisher i wouldn't recommend clicking ads even if you're interested in the product. clicking different ads with the same IP address should make them invalid. but if you get a different IP address there are cookies that will detect you're on the same browser. then if you use proxies those are detectable and you still need to worry others on that same proxy clicking ads and storing those cookies on the proxy server. then if you use a different IP and clear your cookies but login to look at your stats with that different IP that's suspicious. too many ways to falter.
