    Google counts every single backlink from even most cheesy page you can imagine provided that page link comes from is indexed by Google.

    Yes, they count every backlinks from sites that are not banned by them.

    Google count links from every page that is available in their database. IF you are willing to check how many links exactly your site have, Use Google webmaster Tool

    Would it be a good idea if I just make many blogs from blogger.com post relevant contents on each blogs and link all of them to my website. Let's say I made 100 blogs in 1 month so my website will have 100 backlinks... Is that a good idea?

    As Silverman wrote. If you can do this, then why not.

    Remember not to overdo though, make these blogs look as much natural as they can, and don't register every blog as the same person (I never set-up blog on blogger and thus don't know which kind of information is required to register) as Google may see-through your plan to manipulate their SERP's.

    I would also go for less blogs but regular content updates.

    While all links are useful, links with high PR and dofollow will help your site's PR

    Yes, Google counts them, but they are weak for SEO purposes.
