You can check your total site link via Yahoo Site Explorer. However, as you already know that Google and Yahoo are using differently criteria to count toward links. Link number according to Yahoo does not mean the equal to Google as well. If you would like to know the total links for your in sites "Google" then I strongly recommend you sign up Google Webmaster Tool and have your sites verified. You will see total links that Google see in GWT and not via other tools, even Yahoo or backlinkwatch. The important - It's free ;)

According to 9 link popularity you mentioned. If those link is shown via link: operator in Google then you should not worry. Google does not count every links your sites do have, and even, does not show every links they are counting too. If most of your link sources is from general directory network then you should not expect much link pop counted by Google. The more quality of links, the more chance to be counted by Google. It is easy to get 10,000 links counted by Yahoo but much harder to get 100 links counted by Google.

the article submissions and the directory submissions will be shown slowly in yahoo site explorer.Google might not show them at all.So dont use it.wait for more weeks and all your submissions will be shown definitely.

    use this tool always :

google only shows you a subset of links. I believe only the higher PR ones. Yahoo tends to show all, AFAIK.

blog8491 and Sxperm's suggestions are good. And remember, you want to get backlinks that have the keywords you are trying to rank for and variations of them as the anchor text. Always ask the people linking to you to link to with anchor text, and do the same in the links you build for yourself.

submit Press Release and Articles of your site to many article sites, then check the backlinks.

Google does not display all results when using the link: operator. For a quick look at your inlink data, use Yahoo Explorere, or for a more involved look, use Google WMT.

Whoa, the site: command displays the indexed pages, not the inbound links.

    Take care.

if you want to see google crawled backlinks, use google webmastertools. if you want yahoo, use yahoo site explorer or backlinkwatch.com

What kind of submissions are you doing? Is it directory submissions? If yes, it takes 3-4 weeks before your site to be approve!.. Wait until that time comes.. Before that time, participate also in blogs and forums; do article, classified ads, press releases submissions.. These strategies will surely help you.

Google hides it algorithmic data from competition so yahoo site explorer is the best tool to check the backlinks...I know a site having half a million backlinks showing in yahoo and only 13k in Google!
