the owner of the site could not ask for incentive click for supporting the site. That will break adsense program policies and yes the owner of the site could be banned.
This is very risky to do. You are actually making a "lead" for viewers to click your ads. The use of the word "click" alone will definitely place you in jeopardy. Encouraging clicks, deliberately, is against AdSense rules.
