There are various ways to earn with these, but don't cross the line. Limit how much you promote to these pages and don't promote something totally unrelated to the type of page it is. For example, if it's a dog related facebook page, they don't want to see offers about how to generate website traffic.
Yes you can promote your website or business from these fans. Just create fan page of your business and invite the peoples to like it. If you are not running any business then you can work for other persons who post their job on freelancer, Odesk, Elance and guru.com. Make your profile on these sites there somebody will hire you for this task.
When you do, just make sure you don't overuse them and spam users with deals; it's easy to get many fans, but it is as easy to lose them all. Try sending out a max of 2 notices per week.
