A strange problem in indexing urls- need your help guys

    I have an yellow pages website working in 7 city. I have submitted text sitemap for all the cities in the bunch of 20,000 url. Google has indexed only 17000 urls from one file in each cities. In other files of all the cities has no urls indexed. It's really strange. Is any one have solution for this problem?
