A serious question about redirect blacklisted domain

    Hello to all. I have a question but i cannot find an answer, so if someone knows please reply.

    A site is blacklisted by google and the publisher banned. The domain name for the site is paid for 4 years but there is no time for updates. If this domain is redirected to a live site is it against TOS?

    for example
    www.1111111.com is banned
    www.2222222.com running already adsense

    can i redirect 1111111.com to 2222222.com?

    Yes, but the 222222 publisher is not banned. Isn't it the same as the 2222 publisher places adsense code to 11111?
    I read somewhere that it is allowed
