A replay button without pumping up the thread

I am not sure if it is technically possible in VB to add a button that enables people to replay on a threard without pumping it up, I see people get infractions/banned all the time because of that and in many cases there was no real intention of pumping up the thread rather than asking a question

 

it is possible, but is definitely hard to implement, and i doubt shawn gives a damn
