I stopped exchanging links a few years ago. It takes time and reciprocal linking is not as effective as it used to be. In my opinion it would take less time to build one way links (buying, submitting everywhere, etc.) than emailing webmasters.
I don't think anybody really know exactly what Google does besides the programmers who work for them. A lot of the SEO information you find on the internet and even in books is just speculation.
I would agree, but I traded links with a site, that started getting hits over a 3 day period, he got 34,000,000, which caused a problem with his ISP obviously. When I linked to him, I didn't get comparable numbers, but my hits increased by 100x at least, which is fine for one exchange and one email worth of effort in my opinion.
Link exchange direct with the webmaster is the fastest way to generate backlinks.That is what I am doing now.
Yah! I was just thinking that too...unless I'm missing something about links from high traffic sites.
