is there a possibility of affiliate or just free membership on your website? Than you could buy traffic initially, but then later rely on the existing users or affiliate to spread the word and bring more people in.

I don't think you should spend money on PPC advertising since you are not selling anything. Spend money on PPC only if you can find clicks for less then $0.01. I suggest you to spend everything on forum/blog posting/backlinks and article writing. But make sure you make some test (with let's say $200) and see what kind of results will you get.
