I so agree with some others have said here about continuous, quality content being the real way to get targeted traffic. If you continue to provide regular content that readers are searching for you will get the traffic, from both referrals and search engines. It just takes time and a lot of commitment.
I believe in putting as much content out there as possible with the least amount of work. Paid traffic is great for quick results but it takes too much babysitting. It is better in my eyes to optimize your site correctly from the start to benefit from organic traffic in the future. For immediate (almost) results I would write an article and submit it the various article directories then with that same article turn it into a powerpoint presentation and record it with screen capture and submit it to various video sites using tubemogul. Finally take that same article and convert it to a PDF and submit it to various doc sharing sites. So out of 1 article you can have many pieces of content in cyber space all pointing back to your site which is good for traffic and backlinks. This can be repeated many times over and eventually the traffic will be generated all hands off. Hope this helps.
