Yes you can still sign up. I signed up also when I am in your age and they dont ask how old I am. so i think yes you can
There would be no problem for opening an account but the trouble would be tough to negotiate as and when your transaction behavior makes paypal suspicious to ask for personal identification documents. Regards, RightMan
You have to be 18 to open a paypal account. I don't think there are any exceptions to this rule. Sorry mate.
I suggest you wait unless you don't care about the future of your PayPal account. My PayPal account is precious to me because I'm a full-time ebiz guy with good record with PayPal.

They usually hold your funds untill you are 18 if they find out, if not (more likely) you can just use it like nothing was happening

Why don't you wait for one more year or else use paypal account with your dad's name on it. No problem at all as if they want you to submit any information (address,cc statement,id proof) then you can submit your dad's info at that time easily. DON.
