I was thinking, since PayPal doesn't allow to receive money in my country:

Can I open a PayPal account and say I'm from the USA, then receive money from it and send it to another person so he can exchange it to Moneybookers?

    Is this OK?

Well, if you do that you will really need to create a cover story, which means that you inevitably have to start breaking a lot of terms to keep up the charade. Since your IP address is a good telling sign, it would not be long before they find your account suspicious. Besides with a US paypal account, you need to verify it using a US-bank account and then extend the credit using a US-issued credit card, it would mean that you need to start getting all those for your account. Also you need to ensure that your address is genuine.

It is definitely not worth the trouble because when you are found out, you will lose everything including your good standing and reputation with Paypal.

I'll do it anyway, I don't have any choice. PayPal has absolutly monopolized the market.

You can withdraw the PayPal money directly to your Visa Debit or Credit Card with ease. Just register your card on your PayPal account.

If you decide to proceed, just be prepared to lose all that you collect through Paypal because it will happen sooner or later.

What you should do is find another solution like perhaps http://www.2checkout.com or http://www.plimus.com which acts as your payment processor. They accept credit cards apart from Paypal. This way you will not break any rules and you can be ensured that your money is safe.

Generally, anyone who has a paypal account would have a credit card unless they use tools like VCC.
