how does google define multiple accounts? say another family member has adwords and i signed up for adwords using the same address, would they think this is multiple accounts?
it seems that google allow you to own multiple accounts,but you can not use them for only one ad group

if is not the same keywords I assume that is not the same landing page, is not the same business - so you're not violating the Double Serving Policy. If you're not violating the referring policy there is no reason to you be concerned - but you need to be aware that you and your family member are in the edge - both of you need to exchange information to do not collide into the same keywords in the future for both accounts to avoid problems with Google.
