    Can someone please tell me if the Circle that are on Google +1 are for the people that are going to follow me to choose which one(s) they want to go into? or Are the +1 Circles only for me to organise my followers? Im not quite sure which one it is.

    Your question is not so clear. According to my understanding, you are asking about the circles in Google+. People in your circles are those people whom you are following. They have nothing to do for other people. Everyone has its own circles.
