This is a debate topic, why only PR4 or higher? I won't talk into it much, will only say, take two sites, build PR4 and above backlinks to first site and PR3 and below backlinks to other site and see which site ranks higher and faster. You will get your answer. I am not trying to prove something here just supporting what works.

Ok when you do a reverse DNS lookup you can find out about the IP and nameservers of a domain. The point here is to get backlinks from different IP's. So if you were to build backlinks from a site and you see that it shares the same IP with another site from where you already have a backlink, then you may want to skip building backlinks from that site. That is what it all means.
