As for as I know, a closed dispute can not be reopened. The buyer paid for a digital item. They disputed the transaction at 3rd day. We resolved the issue mutually. The buyer closed the dispute and I went easy. Almost 20 days later they filed a complaint for an unauthorized payment, PayPal investigated and rejected the complaint and stated that the payment was authorized by the account holder. On that very day they filed a non receipt claim for that transaction. That took almost 10 days and PayPal rejected the claim again. After asking both sides further information. Now, Today again I got an email that states. "We're in the process of reviewing this claim and have requested additional information from the buyer. We'll let you know if we need any additional information." This is the 4th time the dispute is reopened. I totally don't understand, how the PayPal system works for the sellers. What should I do now. It has wasted too much of my time n energy. Anyone else faced this kind of thing ? Interestingly the money associated with that particular transaction is not on hold at the moment. Thanks
Yes, I called customer support and they told me that, three time the final decision can be appealed. So, Basically two more appeals are expected after this decision. This is simply insane.
Generally, The decision on Appeal is final. But if buyer have new evidence he can use it to appeal again. If buyers looses all chances on appeal, buyer have last and final chance to appeal with credit card company i.e called chargeback if the payment was made using credit card. And usually chargeback are decided in favor of buyer. ( 80% chance )
