    Its tricky, because Visa gift cards can be hit or miss. Your best bet is to call the number on the back of the card and register it with your billing address, then see if you can add the card to PayPal. Sometimes, you have to wait 24 hours or so for the information to update on the gift card's end.

    Try using entropay. It works with Paypal
