How are you counting 1 million links? Each from a unique domain? If so, then you'd need some sort of spamming software to get anywhere close to that figure. It's pointless, anyway, to come up with an arbitrary figure for link acquisition. It's much better to focus on what you are trying to achieve and the type of links and number of links you'll need to achieve it.
If you want one million quality links in one year then it wouldn't be possible.. I personally used to build 250 links per week to my clients that usually makes 250*4=1000*12=12000\year
It is possible to build 1 million links to some website in a year but you need to employ lots and lots of link builders. If you use a software to build links then I doubt it would be any near quality compared to a human. I would rather like to have one thousand quality backlinks than a million backlinks from low quality website sources.
I think Google would also put you on a very nasty list Even a couple of hundreds links in a short time frame can upset Google. 1 million within a year? Hope your site isn't important.
What backlink do you want? dofollow or anything? comment on blog that use recent post widget on all of its pages. But if you want quality dofollow backlink, i think it's not possible if you use manual way

You could do this with a design site, if you have great styles for free, but have a link to your site in the footer, it's possible to get a million backlinks in a year.
create something as new and exciting as 'the million pixel' guy, and you'll get more links than you can handle.
You can easily get this many links naturally. The key is to create a piece of content (or pieces) that tons of people will want to link to. Put that content up, send out a Press Release about it. Do a related YouTube video that points people towards the article. Works best with "list" type content. "30 Clues That Your Website Sucks" That type of thing.
