Have you tried Windows Movie Maker? That's free or if you are ok paying, then there is Sony Vegas, a good program but quite hard to get to grips with at first.

Pinnacle Studio work great for me. No major complaints. Very reasonably priced.

I have used several different video editing programs. The most comprehensive, is Final Cut (Pro, HD). It offers a large amount of capabilities and is used by a large percentage of professionals that I have worked with. Adobe Premiere is also a good linear editing tool. If you have a Mac, iMovie can get the job done efficiently and effectively, and can result in a high quality film if done correctly. Windows Movie Maker is very very basic. It is good for creating a timeline of photos with transitions in between. So, if you are looking to spend some money for a professional grade program and are willing to take the time to learn the program, I would suggest Final Cut Pro or Premiere. iMovie generally comes installed on media Macs, and Windows Movie Maker comes installed on PC's with Windows XP or higher, I believe. That is my synopsis of editing software.
