<a href> and target issue

    I've been trying to make a link with a target but I can make it work as I want.
    What I've written is the following:

    <span id="history">History <a href="history.php" target="iframe"></a></span>

    And in my css script I have the following:

    span#history {float:left; display:block; padding-right: 10px; font-weight: bold; font-size: 13px; margin-top:5px;}
    #history:hover{text-decoration: underline;}

    So whenever I click over the word History it doesn't link me to history.php
