A form filled in offline that saves the information

One of my clients has a long form which customers fill in and submit the details via the client's website.

What the client would like to do is to have representatives who can go to customers' home or place of work (with laptops) and for them to go through the form and fill it in together. The customers won't necessarily have Internet access so the form itself and the customers' responses would have to be saved on the laptops of the representatives.

At the moment, the best solution I can think of is for a representative to enter the responses to the form, fold their laptop down and when they can next access the Internet press send. However, this would pose a problem in the event of laptop batteries running out.

Is there any way that the information could be saved straight from a browser (and using simple to install software e.g. a browser toolbar not a PHP scripting server)?

I've had a look for around browser toolbars, but haven't had any luck.

Any thoughts, ideas, help or advice anybody can give me would be greatly appreciated.
