That is correct and a fairly typical ruse. Each page his its own pr so getting links on a pr n/a page is largely useless out of the gate. Presumably it will have pr sooner or later but its largely a sham. Those types of link are not merit based. Each web page has its own pr though with regards to back links each page also has one but sometimes they are counted as a whole so when you get back links on a particular website you will get many but if you look at it closely you will see that they are not found on the same page.

This is true. If the site has internal linking some of the inner pages may carry PR juice. However, typically, the beef of the PR is on the home page.
Each page has a different PR, but usually the homepage has the highest. If someone says links from a pr4 site, the pr4 is almost definatley the homepage, the inner pages could still be good pr 3/2/1, but could also be worthless.

Every page has its own PR. If your home page PR is good then deep link pages will also get benefit from link juice in case of linking of all the pages. In Search Engine Optimization, PR is not much important. It's a rating given by google. If your site is new, you should focus on traffic rather than a PR. I have seen many sites who's PR is 0 but they are giving more traffic than a High PR site.
