A blatant TOS violation or further proof that money talks?

I came across this while scanning a list of domain names for sale (this one was in it but it doesn't say anything on the site itself). I've seen these pages before for other domains but never thought about the ads. Today I checked out the links to see if I could find who the network was and it turns out it's Google.

Considering the ad is really pretty big, I figure it might be a premium publisher. But even then, the page is violated like every policy except the max number of ads policy! Do premium publishers get away with that much? Or is this company breaking the rules completely?

Looks like a standard domain parking page to me. I'm sure somebody can easily identify the company too.

That is a parked page as far as i know, and google does have an ad feed for parked pages. Just look at SEDO it uses the same ads.

The domain probably gets enough hits to make it into the google parking program.
