A Beginner's question about SEO and keywords

This question will strike many of you as a very basic question, because, well, it is. But I'm a bit confused about the actual, physical process of adding keywords.

As I understand it, there are two places to add keywords:
1)when submitting a website to search engines
2)in the actual php, or html of a website's page, seperated by commas. This should be located in the head, but what type of tag's should surround these keywords?

Thanks in advance to all those willing to help a beginner to the SEO process out.

Okay, I apologize for that question, I figured it out using a little tool called the search button at the top. Go ahead and disregard that question and pretend what I actually said was:

dear digital point forum. Thanks for having a search engine.
