    I am looking for an affiliate service that will allow me to send over users on an incentive basis.

    Example:

    I'll send you this ebooks if you sign up for this site, or complete this survey.

    This method goes against many service's AUP.

    I think its against the AUP of many for a good reason. Think as the vendor - would you pay to get 1000 non converting leads? If people are only doing it for the ebook that you will give them, they will be next to useless for the vendor, and so the vendor doesn't want to pay for them. I think you will have trouble finding a proper affiliate service that allows incentives for sign ups

    I know why most services don't allow it, and I know I'll have trouble finding a good one that does. Which is why I am asking ;)
