It's not about "can be done" . It's about some idiot bidding on the content network instead on the search network . I made a post about it http://forums.digitalpoint.com/showthread.php?t=140260 But I think It was completely misunderstood .

There is a conection here with my site. I also had a $22 click last month. I wonder if its something to do with the % Adsense pays us from the highest bid amount and someone again has set there highest bid amount wrong ? Strange it was for the same amount ? P.S I got paid the full account amount last month so you should see your $22 ok as well.

you have to think of the flip side, who on earth is paying $22 just for some one to go to there page........... even more to the point, $22 for each person they get to there page (via this method)!!!!!! how can this site make a profit if it cost them $22 for each person that goes to their site!!!! They would have to have a very high sale rate and an even higher profit margin
I have seen very high clicks (not the legendary $100 mesothelioma clicks but up in the $30's or better). I've also accidently bid 11 when I meant 0.11 but thanks to the second highest bidder I think I was only paying out $2 per click until that campaign ran dry for the day. I suspect that one Adword bidder has very high bids and is relying on Google to limit his bid to one cent over the next highest competitor. The next highest competitor accidently bid something like 27 instead of .27 so one cent over 27 minus Google cut resulted in your $22.01 click. If you get a million clicks a year you might see one or two more of these per year.
