    No, it's never been dropped.

    You can check here

    If a domain ever been dropped, the 'created' date will show the new registration date.

    While for billwalls.com, it's still showing 1999-09-15, so it's never been dropped :)

    Is this transferable to another registrar other than GoDaddy? Did it transfer from another registrar to GoDaddy within the past 60 days?

    It's not transferable to another registrar yet, so you will have to make a free account at godaddy. Once you have it for 60 days you can transfer it to any registrar :)
