This is a completly custom script that works pretty good. It basically ask that the users put a small php file to tunnel traffic to digg from. Masking their traffic our server will digg links for people. People submit a link and it gets added to the digg que. Cron jobs randomize what item to digg at what time leaving no pattern. Been running this for a little over a month no one has been banned.
Also there is an admin script to add a privileged digg link that will get done quicker and with more diggs.
