$7,500 Budget - Need partner to develop site

I am looking for an experienced web developer to partner with. I would invest $7,500 in a website that you would develop and promote. Profit sharing ratio would be 50:50.

Although not necessary, I prefer someone who is willing to invest a small amount to committ themselves and put whole hearted effort into the business.

The site could be sold for a profit or kept to bring monthly revenue.
