60K word limitation in Google Account

I have over 60,000 words in one of my accounts and Google is harrassing me and will not let me add any new words to it. I have several campaigns which are currently paused and deleted. Does anybody know whether Google counts deleted campaigns or paused campaigns when calculating the number of words in an account?

They do count paused and they don't count deleted.

Accounts have a size limit (it's not just keywords) that can be increased by an account rep if your making good use of the account. If you're not making good use of the account (in their opinion of course) they'll make you delete and "clean up" your account before they consider increasing it's size.
