Do people really have to wait this long? No way around it, kinda hard for a person like me to make a quick resale?

That rule is only applicable if you are transferring the domain name out of GoDaddy. However, there is nothing wrong is selling a domain name and just pushing it to the buyer's GoDaddy account.

I've bought domain names from people who sold it after it was only registered for 3 days.

You can transfer within the same registrar without any wait. Transferring to a diff requires 60 days wait.

Its not a GoDaddy wait, its the ICANN rule

A new registration can not be transfered away from original registrar for atleast 60 days and then you can transfer it to another registrar

Actually, that is for transfering the name to another company, it's an ICANN rule. If you are pushing it to another account with the same company, you can do it almost instantaniously after you've bought the name

Intra transfers do not have the 60 day rule, but if you are transferring it to another registrar then the rule applies.

It is one of the reasons that people have accounts with multiple domain registrars- the free push always comes in handy :)
